HomeMy WebLinkAboutResolution-1970-0067 RESOLUTION NO. /:-1 Series of 1970 WHEREAS, the City of Wheat Ridge has had an active police force paid by the City since October, 1969. WHEREAS, a police chaplaincy program has proved valuable in other areas in crime control, crime prevention, and in aiding persons facing a crisis. WHEREAS, a number of Wheat Ridge ministers have indicated a desire to cooperate with the Police Department in meeting the challenges of this City. NOW, THEREFORE, BE IT RESOLVED that a Police Chaplaincy Department be created with objectives, structure and general rules and procedures as follows: A. Objectives. 1. Share in the responsibility of providing help to the citizen who faces a crisis. 2. In cooperation with others, provide help for persons in need. B. Organization. 1. Clergymen who work or live in Wheat Ridge may be members. The term "clergymen" means licensed ministers who spend at least half their time in ecclesiastical work. 2. Clergymen who join the Department shall annually elect a chairman from among their members to act as program coordinator. 3. The chairman and two others from the Department shall form an Executive Committee to handle police and procedural matters, problems, coordina- tion with the Police Department, and other administrative matters. ~~s~?~(~ 4. The Chaplaincy Department will continue as long as the Police Department and Chief of Police, clergy of the community, the Executive Committee, and police related committees or boards agree that it is in the best interests of the community. C. Recommended Regulations. 1. All information or experience which shall be obtained while working as a member of the Chap- laincy shall be held in confidence. 2. The Executive Committee of the Chaplain's Committee, the Chief of Police, and the Police related Committees and Boards shall work out the means of referral or consultation between the respective groups. 3. Following the necessary orientation procedures, the Chief of Police shall issue an Identification Card to the members of the Chaplaincy. Renewal of this ID shall be made every two years. No other identification or uniform is deemed necessary. 4. The chaplain is not a regular law enforcement offi- cer, and he shall at no time assume such a role. His responsibility is to assist the law enforcement officer when asked to do so in matters within the Chaplain's realm and shall not in any way interfere with the officer in the performance of his duties. Chaplains may join the Police Reserves as individuals. 5. The Chaplain must have a basic knowledge of the duties of the law enforcement officer. 6. The Chaplain on duty should be available to the dispatcher at all times either by radio or telephone. 7. The Chaplain shall respect his commission and avoid any action which would discredit the chaplaincy or the police department. -2- /C~ " #& 7c5'J 8. The Chaplain, when on duty, shall be properly attired. In all cases he shall identify himself and do whatever is possible to assist those needing his service. 9. The Chaplain is responsible for notifying, as soon as possible, any involved person's minister, priest, or rabbi unless he is specifically asked not to do so. 10. When the Chaplain works a case where death is involved he should make certain the coordinating officer is aware of the facts so that condolences of the department may be sent. 11. In notifying relatives in cases involving death, the chaplain should minimize the shock as best he can. 12. A minister's work and service in the chaplaincy should be spiritually inspired and based on his religious training and background. 13. The Chaplain must show compassion, understanding, and love for his fellow man. He must maintain high spiritual and moral standards. 14. The Chaplain must be tactful and considerate in his approach to all people regardless of race, creed, etc. 15. The Chaplain must be willing to take training that will enhance his efficiency in meeting and dealing with people during emergencies. DONE AND RESOLVED this ';~ :%e day of May, A.
