Civil Service prepared classification system by Resolution No. 239, Series of 1973; and WHEREAS, the generality of some classifications creates confusion among personnel; and WHEREAS, some reorganization is required with the adoption of the City Administrator form of government; NOW, THEREFORE, BE IT RESOLVED THAT: Subject classification plan be amended as per attachments relating to: Buyer Code 115: Change to Buyer I, revised classification; Finance and Purchasing Officer Code 120: Change to Budget and Purchasing Officer, revised classification; City Services Worker V, Code 705: Delete reference to tandem axle truck; BE IT FURTHER RESOLVED THAT: Buyer II, Code 116, be added. Supervision Received: Works under the direct supervision of a Buyer II. Supervision Exercised: None. eXAMPLE OF DUTIES: (Anyone position may not include all of the duties listed nor do the listed examples include all tasks which may be found in positions of this class.) Examines requisitions and prepares invitations to bid, or obtains bids by telephone or personal contact for a variety of supplies, m2terials or equipment. Prepares simple specifications in consultation with Departments. Inspects commodities before delivery to requisitioning official. Supervises receipt, storage and issue of items procured. Maintains records and prepares required reports of purchasing activities. Does related work as required. REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Working knowledge of Colorado Laws and procedures governing purchases; working knowledge of approved purchasing methods including buying, inspection and shipping methods; some knowledge of various grades and qualities of the particular type of commodity being purchased; some knowledge of source of supply and of markets and price trends; ability to maintain cooperative relations with vendors and employees; ability to obtain competitive bidding and to locate sources of supply; ability to prepare invitations to bid and to analyze bids covering a wide variety of commodities; equipment, supplies and matErials; ability to maintain rEcords and to supervise routine administrativE detail in the office; good judgment, good health, honesty, tact, faculty of working with others. QUALIFICATIONS FOR APPOINTMENT Education: Equivalent of two years of college, including courses in business administration, economics and related fields; plus Experience: Two years experience in some phase of competitive procurement. OR Any equivalent combination of education and experience. Supervision Received: Works under the general supervision of the Budget and Purchasing Officer. Supervision Exercised: May exercise supervision over sub-professional and clerical employees. EXAMPLE OF DUTIES (Anyone position may not include all of the duties listed nor do the listed examples include all tasks which may be found in positions of this class.) Examines requisitions and prepares invitations for bid or obtains bids by telephone or personal contact, covering materials and supplies. Seeks sources of supply which will provide the lowest cost for supplies, materials, and equipment consistent with re- quired standards. Accumulates data relating to sources of materials and supplies and price trends. Advises Departments on types and quality of materials and equipment. Places orders for emergency requisitions where bids are not required. Supervises acceptance and delivery to and from central stores; inspects all commodities prior to delivery to the requesting official; maintains central property records and inventory of equipment. Prepares bid specifications in cooperation with the Departments. Prepares and maintains purchase orders and requisitions. Performs related work as required. REQJIRED KNOWLEDGES, SKILLS AND ABILITIES: Considerable knowledge of accepted practices, principles, methods and procedures of governmental purchasing, including the prepara- tion of specifications; considerable knowledge of laws, rules and regulations affecting governmental purchasing operations; consider- able knowledge of a wide variety of office and maintenance supplies, materials and equipment and the best sources for procurement of such goods; considerable knowledge of commodity markets, marketing practices and commodity pricing methods; considerable knowledge of general office procedures; ability to interest vendors in bidding on contracts; ability to interpret market prices and trends; ability to plan, organize, direct and evaluate the work of a group of employees, ability to exercise good judgment in evaluating situations ~nd in making decisions; good judgment, good health, honesty, tact, re- sourcefulness, initiative and integrity. Experience: Two years experience in competitive purchasing of a variety of items for public or private organizations or a military establishment. OR Any equivalent combination of education and experience. NEW (3-74) City of Wheat Ridge Code No. 120 CITY OF WHEAT RIDGE Resolution 292 Page 5 BUDGET AND PURCHASING OFFICER DEFINITION: This is professional and administrative work of a supervisory nature, which relates to budgetry, purchasing and administrative duties of a technical nature. Supervision Received: Works under the supervision of the City Administrator. Supervision Exercised: Exercises supervision over assigned clerical personnel and supervision incidental to assigned duties. EXAMPLE OF DUTIES: (Anyone position may not include all of the duties listed nor do the listed examples include all tasks which may be found in positions of this class.) Prepares the financial data for City budget and financial planning. Prepares cost, and administrative studies as required in the decision-making process and as required to improve productivity. Administers assigned city-wide programs such as Civil Defense. Prepares Federal and other grant applications requiring central control, monitors grant funds received by the City, and insures enforcement of contract compliance. Administers insurance and bonding programs designed to protect interests of the City, excluding employee insurance programs which are part of the fringe benefit package of the City. Performs related work as required. REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Extensive knowledge of complex administrative and budget manage- ment programs. Skill and ability in administering, planning and directing technical and clerical personnel in day to day program activities. Ability to interpret and apply laws, rules, regula- tions and industry practices. Ability to relate to, and coordinate department activities with employees, other City departments, State, Federal and private sectors, elected officials and the general public. Q~ALIFICATIONS FOR APPOINTMENT: Education: Graduation from college with major work in public or business administration or related field. Experience: Three years experience in a supervisory, technical, or administrative area related to financial management. OR Any equivalent combination of education and experience. (3-74)(Deletes Finance and Purchasing Officer 4-73) City of Wheat Ridge Cod~ No. 705 CITY OF WHEAT RIDGE Resolution 292 Page 6 CITY SERVICES WORKER V DEFINITION: This is a wide variety of skilled maintenance and construction work. Supervision Received: Works under general supervision of a foreman or technical supervisor. Supervision Exercised: Exercises supervision over personnel as assigned, or full supervision while carrying out other duties. DISTINGUISHING FEATURES: Positions assigned to this class are distinguished from lower City Services Worker positions by having greated independence of action, performing those tasks judged more difficult, and in general, s~pervising the activities of staff while performing similar duties. EXAMPLE OF DUTIES: (Anyone position may not include all of the duties listed nor do the listed examples include all tasks which may be found in positions of this class.) Using considerable independent judgment, services and maintains motor vehicles including police cars, trucks, graders, loaders and sweepers. Replaces and services automotive equipment parts generators, motor mounts, engines and clutches. other specialized mechanic's equipment. such as radiators, Uses welding and Maintains and repairs machine parts and equipment as requested; makes service calls to perform emergency repairs. Operates medium and heavy equipment such as a grader. Has responsi- bility for general maintenance of piece of equipment being used. Trains lower level staff in the use of tools or eqJipment appropriate to the position. Acts as lead worker in a crew engaged in the construction, maintenance and repair of streets, grounds and facilities. Keeps records and performs paper work as necessary. Performs related work as required. REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Considerable knowledge of tools and equipment common to the position. Considerable knowledge of the hazards and safety precautions common to the type of work of the position. Ability to operate motor driven equipment as required by the position. Ability to establish and main- tain effective working relationships with other employees and the public. Experience: Four years progressively responsible experience appropriate to the position to be filled. OR Any equivalent combination of education and experience. (4-73) u. S.
