WHEREAS, Ki[lling SI-ree', from West 26th Avenue 10 1-70 lies wii:hin
the Ci I Y of Wheal. Ridge and is a Siate Highway; and
WHlREAS, Ihis portion of hipling St:reet carries a heavy volume
of daily 'raffic estimated at over 25,000 vehicles [ler day; and
WHERe_AS, a por!:ion of Kipling Street lying in the CiLy of Wheat
Ridge consis's of a long sloping hill which encourages vehicles +0
'ravel al higher speeds which makes each in!ersection parLicularly
hazardous for pedestrians, especially in icy weather; and
WHEREAS, the intersections at West 44th Avenue and Kipling Street,
West 38th Avenue and !,ipling SLreet, and West 32nd Avenue and hipling
Slreet must be crossed by hundreds of school children attending
Pennington Elementary, Everett Junior High, and Wheat Ridge Senior
High School each school day; and
WHEREAS, at these intersections there is a considerable danger
1:0 t he school-age children; and
WHERlAS, these intersections have been the scene of traffic
accidents involving both pedestrians and vehicle-to-vehicle collisions;
and
WHEREAS Highway SaFety funds are available from State and Federal
sources For the purpose of constructing necessary traffic and pedestrian
control devices on officially designated State Highways;
NOW, THEREFDRE, DE IT RESOLVED Lhat the City Council of the City
of Whe~t Ridge does hereby formally request the Colorado Division of
Highways to include sufficient funds in its budget request for the
next fiscal year 10 cons I,ruc t pedestrian overcrossing structures at
the intersections of West 44th Avenue and Kipling Street, West 38th
Avenue and hipling Street, and WesL 32nd Avenud and Kipling Street;
BE Ir ~URrHLR RESOLVED that the City Council of the City of Wheat
Ridge hereby declares ~hese requested improvements as vital to the
public health and safei~'1 of it,s citizens and of all those utilizing
hipling Street and these major intersections.
