RESOLUTION 373
A Resolution concerning an Intergovernmental
Contract for energy and resource recovery from solid waste.
WHEREAS, the disposal of solid waste amounts to
several thousand tons of solid waste per day by landfilling
without recovery of any residual resources; and
WHEREAS, it has been demonstrated that energy
can be produced from solid waste, and that ferrous metals,
paper, glass, and aluminum, copper and other metals, can
be recovered for reuse or recycling; and
WHEREAS, an Intergovernmental Contract between
the Denver Regional Council of Governments, certaill muni-
cipal corporations and certain counties has been proposed;
and
WHEREAS, the purpose of the Intergovernmental con-
tract IS (1) to conduct an economic and feasibility analysis
of energy and material recovery from solid waste in the
metropolitan Denver region; (2) to provide funding for the
analysis; and (3) to provide for management of the project;
and
WiIEREAS, the Wheat Ridge City Council is of the
oplnlon that this analysis should be conducted in this time
of high energy costs and resource shortages, and that the
cost to the City of Wheat Ridge, will be approximately $ 2,980.00
to be charqed from. account 441.32.
NOW THEREFORE, BE IT RESOLVED by the City Council
of 1Vheat Ridge:
1. That the Mayor of the City of Wheat Ridge
IS hereby authorized and directed to negotiate and execute
on behalf of the City of Wheat Ridge, an Intergovernmental
Contract for analysis of energy and resource recovery from
solid waste with other municipalities, counties and the
Denver Regional Council of Governments, and

2. That, pursuant to Contract terms, the City
of Wheat Ridge has hereby authorized the expcnd1ture of funds
1il an amount not to exceed ten cents per capita, based upon
the 1970 population census, for the purpose of funding
its share of the cost of the analysis wllich 1S tile subj ect
of the Intergovernmental Contract, and

is hereby de-
signated by the City of Wheat Ridge to be the representative
of said City as a member of the management committee authorized
and established by the Intergovernmental Contract which
is the subject of this resolution.
