HomeMy WebLinkAboutResolution-1976-0442 INTRODUCf:.'i:J BY COUNCILMAN DONALDSON RESOLUTION NO. 442 Series of 1976 RESOLUTION AUTHORIZING THE ESTABLISHMENT OF A SPECIAL EMERGENCY FUND AND SETTING FORTH GUIDELINES FOR THE EXPENDITURE OF SUCH FUNDS WHEREAS, the City of Wheat Ridge is subject to unforeseen emer- gencies w~ich could require a substantial outlay of funds on a moment's notice; and WHEREAS, such emergencies could include floods, explosions, civil commotion, falling aircraft, fire, major drainage disorders, and other civil disasters affecting the lives and safety of the citizens of the City; and WHEREAS, under these circumstances, it is in the public interest that authority be conferred in advance on the Mayor and/or City Adminis- trator to take immediate action to protect the lives and property of citizens which could require the immediate expenditure of City funds; NOW, THEREFORE, BE IT RESOLVED THAT: 1. The City Administrator is hereby authorized and directed to cause a Special Emergency Fund to be created immediately and permanently maintained in the annual Budget of the City. 2. That the sum of $100,000 is hereby appropriated and authorized to be transferred to the Special Emergency Fund from the General Fund Unallocated Reserve; and that the said fund shall be permanently main- tained, insofar as possible, at a minimum level of $100,000 at all times, subject to disbursements or encumbrances during the year, if necessary, in accordance with this Resolution. 3. A. All expenditures from the Special Emergency Fund must be approved in advance by the City Council, except as provided elsewhere in this Resolution. If necessary, an emergency meeting of the City Council shall be called by the Mayor for the purpose of approving such expendi- tures, or, if a special meeting is not possible due to the nature of the emergency, the Council may be polled by telephone for the purpose of securing approval of such expenditures. B. If a majority of the Council members cannot be contacted by telephone, then the Mayor or City Administrator is authorized to approve the disbursements from the Fund, provided that a full report shall be made at the next regular meeting of the City Council giving the reasons, nature, and extent of such disbursements. 4. Funds deposited in the Special Emergency Fund shall be main- tained in a separate, interest-bearing depository account with immediate availability by the City Treasurer. of DONE AND RESOLVED by a vote of APRIL , A.D. 1975. 6 to o on this 26th day " /. / '- - "'. ~ , -__ I...
