HomeMy WebLinkAboutResolution-1977-0495 INTRODUCED BY COUNCIL}1AN MERKL RESOLUTION NO. 495 Series of 1977 TITLE: RESOLUTION ESTABLISHING A POLICY CONCERNING VERBATIM TRANSCRIPTS OF COUNCIL MEETINGS OF THE CITY OF WHEAT RIDGE AND ESTABLISHING A FEE FOR SUCH TRANSCRIPTS WHEREAS, the City Clerk is frequently requested to provide verbatim transcripts of minutes and proceedings; and WHEREAS, such services to members of the public involve a substan- tial cost in personnel, time, space, and equipment which are not contemplated in the annual budgetary appropriations for the City Clerk; and WHEREAS, it is equitable and proper for such costs to be recovered by the City. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Wheat Ridge that any person or persons, other than authorized staff or officials of the City, desiring a transcript of proceedings before the City Council shall file with the City Clerk a written request containing refer- ence to the specific portions of the proceedings to be transcribed. Such written designation shall state whether certification by the Clerk is re- quested. BE IT FURTHER RESOLVED that any person or persons requesting a transcript of proceedings shall pay to the City Clerk in advance in cash, certified check, or money order made payable to the City Treasurer a sum sufficient in the opinion of the City Clerk to defray the costs of such transcript, which monies may be applied in payment of such secretarial transcription of the proceedings, whether such transcript be delivered or not. The City Clerk may, in her discretion, have such transcripts prepared by competent Public Stenographers or fee personnel based on a rate per hour; however, such transcripts must be completed within the office of the City Clerk and subject to her immediate supervision, surveillance, and direction. BE IT FURTHER RESOLVED that the City Clerk shall encourage persons to listen to the tapes in lieu of requesting a verbatim transcript; however, such procedure must be at all times under the immediate surveillance, control, and presence of the City Clerk to prevent damage, erasures, or destruction of the tape or tapes.
