TITLE: RESOLUTION ESTABLISHING COMMITTEE FOR REVIEW AND STUDY OF THE
FLOOD EMERGENCY OF MARCH 17, 1979
WHEREAS, a flood emergency occurred during March 17 and 18, 1979,
involving the spillway mechanism and/or the inflatable fabridam spanning
a portion of the spillway of the Maple Grove Reservoir;
WHEREAS, the failure or collapse of said mechanism and/or fabridam
released approximately 350 to 400 cubic feet per second of water through
and over natural drainageways located within the City of Wheat Ridge;
WHEREAS, such flow and release of water caused flooding, erosion,
and damage to property of citizens, City streets, and culverts;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF WHEAT RIDGE
that in the interest of the protection of the safety, health, and welfare
of its citizens and their property, a MARCH 1979 FLOOD EMERGENCY REVIEW
AND STUDY COMMITTEE is hereby established;
BE IT FURTHER RESOLVED that the functions and duties of the Com-
mittee shall include, but not be limited to, the review and study of the
procedures used for citizen notification, setting up of headquarters,
communications, general emergency procedures and measures, causes and
effect of collapse of spillway mechanism and/or inflatable fabridam, appro-
priate security measures for the spillway/fabridam, and all other perti-
nent matters;
BE IT FURTHER RESOLVED that the membership of the Committee shall
consist of a minimum of three members of City Council, who will work
together with the Civil Defense Committee in studying the procedures set
forth by the Civil Defense Committee and the Lena Gulch Committee, the
recommendations of the Lena Gulch Committee;
BE IT FURTHER RESOLVED that said Committee shall be convened within
ten days of the date of the adoption of this Resolution; and
BE IT FURTHER RESOLVED that said Committee shall present a report
of its review, study, and recommendations to the City Council on or before
April 30, 1979.
