RESOLUTION OPPObING TU8 CREArrON OF THE MEfROPOLITAN
CUUUCIL.
dHE~EAb, on November 4, 19bO, voters in Jefferson
County and other areas of the Denver Region will decide whether
or not to create a Metropolitan Council; and
WHEHEAb, the rletropolitan Council would be governed by
representatives elected from 15 districts in the Denver region
and would take over the planning functions now performed by the
Denver Regional Council of Governments (GRCOG): and
~HERt:AS, voters will also be asked to approve inclusion
within the Metropolitan Council administration of each of the
following services: (a) urban drainage and flood control; (b)
sewage collection, treatment and disposal; (c) public surface
transportation; and
~hEHEAb, creation of the Metropolitan Council and
approval of tne related ballot questions would have a negative
impact on Jefferson County for the following reasons:
(1) Addition of an unnecessary layer of qovermnental
bureaucracy and red tape;
(2) Payment of higher taxes for governmental services,
especially in the area or planning;
(3) Creation of confusion and conflicts as to duties
and responsibilities of local government officials
and Metropolitan Council officials.
(4) Overall reduction of accountability of governillent
otficials.
riUEREAb, the Metropolitan Council, as proposed, would
not in any way improve the efficiency or effectiveness of
planning or other services presently being provided on a regional
basis.
~UW, THEREfORE, BE I~ RESOLVED by the City Council of
the City of ~heat Ridge, ~tate of Colorado, that it opposes the
creation of the Metropolitan Council anJ urges all Jefferson
County voters to vote "No" on the several ballot questions at the
November 19BO election.
