HomeMy WebLinkAboutResolution-1994-1403 RESOLUTION NO. 1403 series of 1994 TITLE: RESOLUTION EXPRESSING THE CITY OF WHEAT RIDGE OFFICIAL POSITION REGARDING IMPROVEMENTS PROPOSED TO THE 1-76/ WADSWORTH INTERCHANGE, PROJECT NO. I(CX)076-1(151) WHEREAS, the Colorado Department of Transportation, utilizing Federal funding sources, proposes to undertake improvements to the interchange of 1-76 and Wadsworth Boulevard, Project No. I(CX)076-1(151)i and WHEREAS, the 1-76 and Wadsworth Boulevard interchange project involves two major Federal roadways, and a major state highwaYi and WHEREAS, the I-76/Wadsworth interchange project is on the border of the City of Wheat Ridge and the city of Arvada in a highly urbanized area including significant business interests; and WHEREAS, the 1-76 and Wadsworth Boulevard interchange represent significant entry and focal points for the communities of Wheat Ridge and Arvada; and WHEREAS, the 1-76 and Wadsworth interchange project will impact City of Wheat Ridge parks and open space, as well as disrupt Clear Creek and adjacent wetlands; and WHEREAS, in addition to appropriate engineering design and detail, the environmental and aesthetic treatments afforded the 1-76 and Wadsworth interchange project will have significant impacts on the communities of Wheat Ridge and Arvada; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Wheat Ridge, that the I-76 and Wadsworth Boulevard interchange project being undertaken by the Colorado Department of Transportation, be officially supported by the City of Wheat Ridge if and only if, the Colorado Department of Transportation, in addition to adequate engineering design and detail, recognizes the environmental and aesthetic impact of the project on the communities of Wheat Ridge and Arvada by taking the following actions: 1. Add landscaping to the interchange project so as to improve the aesthetic appeal of a major entry and focal point for the communities of Wheat Ridge and Arvada consistent with other major interchange projects recently undertaken by the state and Federal governments in the metropolitan area. 2. Change the design of the Clear Creek drop structure so as to provide for the elimination of grouted rip-rap and to include bank restoration and treatments that mitigate the negative impact on wetland and wildlife habitat and includes grasses, willows, and other natural treatments that will offer a more aesthetically appealing project, provide for wildlife habitat, and lend itself to improve future recreational activities. 3. Include a chute in the Clear Creek drop structure so as to facilitate future recreational activities in this section of Clear Creek. BE Wheat Ridge improvements IT FURTHER RESOLVED by the City Council of the City of that in return for aesthetic and environmental to the I-76/Wadsworth Boulevard interchange project; 1. That the City of Wheat Ridge will agree to undertake ongoing maintenance for additional landscape treatments provided to the I-76/Wadsworth Boulevard interchange project; and 2. The City of Wheat Ridge will cooperate with the Colorado Department of Transportation in the acquisition of right of way in control of the City of Wheat Ridge to help expedite the completion of the project and to thereby minimize expense of the Colorado Department of Transportation for right of way acquisition. BE IT FURTHER RESOLVED by the City Council of the City of Wheat Ridge that the Mayor and city Administrator and other administrative staff are hereby authorized by the City Council to take any and all actions, including communicating with other state and Federal officials to officially express the City's position and to secure the necessary improvements or enhancements to the 1-76 and Wadsworth Boulevard interchange project.
