HomeMy WebLinkAboutResolution-1997-1605 CITY OF WHEAT RIDGE, COLORADO RESOLUTION NO. 1605 Series of 1997 TITLE A RESOLUTION DEFINING POLICY FOR THE CITY OF WHEAT RIDGE REGARDING THE SELECTION OF BOARD AND COMMISSION MEMBERS WHEREAS, the City Council recognizes the importance of Boards and Commissions as part of responsive and open government; and WHEREAS, it is the intent of the City Council to include citizens in city government decisions whenever possible, and WHEREAS, Boards and Commissions have been established by Charter to facilitate the first line of citizen input, and WHEREAS, it is the intent of the City Council to select citizens for the Boards and Commissions, who want to participate in an advisory capacity to the City Council during the decision and policy making processes Section 1. Board and commission positions will be announced in local papers and cable TV beginning in January of each year Local papers to be determined by Council President, City Manager, and City Clerk Section 2. The announcement will include the position, District, and a brief description of the board or commission. Positions will be announced no less than two (2) times in the local papers. Section 3. Re-application will be required by each member of a board or commission at expiration of their term Section 4' All members of the City Council. including the Mayor, will be supplied with attendance records of current board or commission members who are re- applying for their position. Section 5 The City Council will hold a Study Session or Special meeting before board member selection and will allow each applicant up to five (5) minutes to make a statement. Members of City Council will not be allowed to make statements or ask questions. Political speeches or personal attacks by the applicant will not be allowed These rules will be enforced by the Mayor Section 6: The Council President and City Manager will be responsible for preparing the announcement and setting the Council Study Session or Special Meeting in a timely manner as to allow the Council to make board or commission selections during the GED\53027\ 186270.03 first Council meeting in March of each year. Section 7' Letters of notification of appointment will be sent to board or commission members by the City Clerk. Section 8: If a board or commission member quits before their term has expired or is removed by a vote of the City Council, the position will be announced pursuant to No. 2 above at the earliest opportunity If there is then only one applicant for the position, the Council may fill the position at its earliest convenience, perferably at the next Council meeting Where there is more than one applicant, the Council shall schedule an opportunity for applicants to make a statement before the Council, pursuant to No. 5 above, at the earliest opportunity, either at the next study session (the Council may then make the appointment at the next Council meeting) or at the next regular Council meeting (the Council may then make appointments at that meeting) in order to fill vacancies in a timely manner If the vacancy is not filled in this process, the position will be re-announced pursuant to No.2 above and the process will be repeated. Section 9: Applicants not appointed will be sent a letter by the Council President Section 10: Applications for appointment to a board or commission shall remain valid for one year. Applicants shall be notified of openings on the board(s) or commission(sl to which they have asked to be appointed. In the event an opening becomes available within the three-month period following the close of the prior application period, no re-application advertisement shall be required.
