HomeMy WebLinkAboutResolution-2002-0007 CITY OF WHEAT RIDGE, COLORADO RESOLUTION NO. 07-2002 Series of 2002 TITLE: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WHEAT RIDGE DETERMINING THAT THE PROPOSAL TO ADD LAND TO THE WADSWORTH BOULEVARD CORRIDOR REDEVELOPMENT AREA CONSTITUTES A SUBSTANTIAL MODIFICATION TO THE WADSWORTH BOULEVARD CORRIDOR REDEVELOPMENT PLAN \VHEREAS. the Clty CouncIl has receIved a resolutIOn and memorandum from the Wheat Ridge Urban Renewal Authority recommendmg that certamland area be added to the Wadsworth Boulevard Corndor Redevelopment Area, and urban renewal area wlthm the City of Wheat RIdge; and WHEREAS, the City CouncIl has reviewed such proposed changes to the Urban Renewal Area tor a determmatlOn as to whether or not such proposal and modificatIon substantIally changes the eXlstmg urban renewal plan, entltled "The Wadsworth Boulevard corndor Rede\ e10pment Plan." adopted October 22, 2001 NOW THEREFORE BE IT RESOLVED by the City CouncIl of the City of Wheat Ridge, Colorado, as follows SectIOn 1, The City Councll hereby detem1mes that the proposal to add certam areas to the urban renewal area substantIally modIfies the Wadsworth Boulevard Corndor redevelopment Plan of October 22, 200 I. m that the proposal adds land area to the eXlstlOg urban renewal plan. Section 2. The AuthOrIty respectfully requests that you review thIs matter and consIder expansIOn of the urban renewal area and modificatIOn of the redevelopment plan to accommodate the potentIal redevelopment of the general commercIal area m the vlcmlty of 44th and Wadsworth, Thank you for your attentIon to thIS request JAW/dr xc Randy Young Jerry Dahl Alan WhIte Jim Windholz WHEAT RIDGE URBAN RENEWAL AUTHORITY RESOLUTION NO 01 Senes of 2002 TITLE: A RESOLUTION FINDING THE EXISTENCE OF BLIGHT IN THE VICINITY OF UPHAM STREET FROM THE 3900 BLOCK TO AND INCLUDING THE 4200 BLOCK AND MAKING RECOMMENDATIONS TO THE WHEAT RIDGE CITY COUNCIL WHEREAS, the Urban Renewal Law of Colorado (931-25-101 et seq CR.S ) authonzes the analysIs and consIderatIOn of factors wlthm the CIty of Wheat Ridge to detennme IfblIght eXIsts wlthm certam areas of the CIty to utIlIze the prOVIsions of the Urban Renewal Law to elIminate and prevent blIght and to develop and/or redevelop such areas for the economic and socIal well bemg and public health, safety and welfare of the commumty; and WHEREAS, such analYSIS has been undertaken to detennme whether factors of blIght eXIst withm the vlclmty of Upham Street from the 3900 Block to and mcluding the 4200 Block, whIch study area IS depIcted on Exhibit A hereto (the "Study Area"); and WHEREAS, Arthur L Anderson and ASSOCIates, Inc. and Waterton Plannmg Group conducted such blight study, survey and analYSIS, and WHEREAS, the Board of CommIssIoners has been presented WIth the results and eVIdence of such blIght survey at a publIc meetIng on February 11,2002, and WHEREAS, saId survey, study and analYSIS and the data and eVIdence presented at the publIc meetIng valIdates the eXIstence of factors of blIght m the Study Area consIstent WIth 931-25-103(2) CR,S of the Urban Renewal Law NOW THEREFORE BE IT RESOLVED by the Wheat fudge Urban Renewal Authonty as follows SectIon 1. The blIght survey for the Upham Street Area and the data and eVIdence related thereto is hereby accepted by the Board of CommiSSIOners. SectIOn 2. ConsIstent WIth 931-25-103(2) C RS ofthe Urban Renewal Law, the Board of CommIssIoners hereby finds that the follOWIng seven factors of blIght eXIst 111 the Upham Street Study Area. A Slum, detenorated or detenoratmg structures, and B PredomInance of defectIve or inadequate street layout; and C Faulty lot layout In relatIOn to SIze, adequacy, accessibIlIty or usefulness; and D Unsamtary or unsafe condItions, and E DeterIoratlon of slte or other improvements, and F The eX1stence of condltlOns that endanger hfe or property by fire or other causes, and G Inadequate pubhc lmprovements or utllltles, SectlOn 3, The Board OfCOIllll1lSSlOners finds that the Upham Street Study Area, m ltS present cond1tlOn and use and by reason of the presence of the foregomg seven factors ofbhght, substantially 1mpmrs the sound growth of Wheat RIdge, constltutes an economlC hab1hty and lS a menace to the publlc health, safety and welfare SectlOn 4. The Board of Commlssioners respectfully recommends to the Wheat R1dge Clty CounClI the followmg: A. That, in compliance wlth the Urban Renewal Law, 1t glVe notice of and hold a pubhc hearIng regardmg cons1deratlOn of blight factors m the Upham Street Study Area; and B That lfthe data and eV1dence at the pubhc heanng is suffiClent to comply wlth the Urban Renewal Law, lt make findmgs of the eXlstence of factors ofbhght; and C.
