HomeMy WebLinkAboutResolution 2009-0016 TITLE: CITY OF WHEAT RIDGE, COLORADO RESOLUTION NO. 16-2009 Series of 2009 A RESOLUTION ESTABLISIDNG PROCEDURES FOR ADVERTISING AND FILLING VACANCIES IN THE MEMBERSHIP OF ALL CITY BOARDS, COMMISSIONS AND AUTHORITIES WHEREAS, the City Council has created, under the power granted by Article IX of the Home Rule Charter, various advisory and appeal boards and commissions; and WHEREAS, the Council has also created a housing authority and an urban renewal authority, pursuant to powers granted by state statute; and WHEREAS, the Council finds that in order to encourage participation by Wheat Ridge residents in all City boards, commissions and authorities, it is necessary to establish policies for the advertising, processing and filling vacancies in the membership thereof. NOW, THEREFORE, BE IT RESOLVED by the Wheat Ridge City Council as follows: Section 1. Procedures for Filling Board, Commission and Authority Vacancies. The following procedures shall be applied by the City Clerk and the City Staff with respect to all vacancies in all City boards, commissions and authorities: A. Declaration of Vacancies. Vacancies in a City board, commission or authority shall be declared as provided in the relevant Charter section, ordinance, resolution or state statute. B. Annual Advertisement for Vacancies. In January of each calendar year, the office of the City Clerk shall advertise vacancy announcements for all boards, commissions and authorities, including the Housing Authority and the Urban Renewal Authority, as follows: • The notice may contain, but is not limited to, the list of boards, commissions and authorities for which there are vacancies, including the number of vacancies, qualifications required to be appointed, the term of the vacancy, and any other relevant infonnation. • The notice may be advertised in the following manner, or in any other manner as determined by the City Clerk: -pUblication in the manner permitted for publication for ordinances pursuant to Charter Section 5.12(h); -publication in the City's newsletter; -posting on the City's website; -advertising on the Government Access Cable Channel; C. Midterm Vacancies. A vacancy in a board, commission or authority occurring during the member's term, by reason of resignation, etc., may be advertised in the same manner as provided in Paragraph B. D. Record of Prior Applicants. The office of the City Clerk shall maintain a list of prior applicants for board, commission and authority appointments. E. Appointment. Appointment of persons to fill vacancies on boards, commissions and authorities shall be in the maImer described in the applicable section of the Home Rule Charter, Code of Laws, Council resolution or state statute. No person whose name is on the list maintained by the City Clerk pursuant to paragraph D above shall be considered to have a preference for appointment; the decision and discretion to appoint being fully vested in the City Council and/or the Mayor as provided in the applicable Charter section, ordinance, resolution or statute.
